he was not trying to run over the kids...see he tries to manoeuver the car away from the charging kid and then he stops after the kid gets hit.If he was running over the kid he would'nt have swerved the car and certainly he would not have stopped.

To me, it seemed like the car was pulling out of a parking spot, and quickly accelerated to hit the kids.
