Israel Second Only To Russia In Providing Arms To China

China and Russia have faced repeated U.S. sanctions for their arms sales, but a largely unheralded player in what Washington considers the troubling proliferation game is Israel, one of the closest U.S. allies.

The Jewish state, recipient annually of $3 billion in U.S. aid, is second only to Russia as a weapons provider to China, U.S. congressional investigators say.

"Israel ranks second only to Russia as a weapons system provider to China and as a conduit for sophisticated military technology, followed by France and Germany," according to a recent report by the U.S.-China Security Review Commission, a panel established by Congress to examine security and economic relations between the two countries.

"Recent upgrades in target acquisition and fire control, probably provided by Israeli weapons specialists, have enhanced the capabilities of the older guided missile destroyers and frigates" in the Chinese navy's inventory, it said.

The commission, which holds hard-line views on China, cited Israel as a supplier to Beijing of radar systems, optical and telecommunications equipment, drones and flight simulators.

"Israel has established itself as an important exporter of high-technology niche weapons containing more sophisticated technology than what is provided by Russia," it said.

WORRYING RELATIONSHIP

"Among the people who are aware of this (Israel-China) trade, there is a consensus that this is not a healthy relationship," commission chairman Richard D'Amato told Reuters. "There is a growing consensus that transfers of these technologies is worrisome given the balance of power in the Taiwan Straits," he said.

Two senior U.S. officials told Reuters there has been little attention given to China-Israel arms ties since Bush took office.

Issues that could draw criticism of Israel are sensitive in America, where pro-Israel interests wield considerable clout.

"It is a concern when anybody sells the Chinese advanced systems -- and the Israeli systems are very advanced -- that we might, at one point, find ourselves opposite those systems in the hands of the Chinese," said one senior U.S. official.

But, he added, "I'd be more concerned about it if there was more evidence of (recent) activity" between Israel and China.

The Washington Times in July said U.S. intelligence identified an Israeli-made anti-radar weapon, the unmanned "Harpy" drone, deployed with Chinese forces opposite Taiwan.

A U.S. government source confirmed to Reuters that Israel provided the weapon to China. He called the transfer "astounding" because it is a key weapon that, in China's hands, could impair the effectiveness of U.S. Aegis cruisers.

China, a rising economic and military power, has embarked on a major military modernization and some U.S. officials and analysts view Beijing as a serious potential threat.

BUT DOUBTS PERSIST

Despite the U.S.-China Security Review Commission's concerns, some analysts doubt Israel made any significant recent transfers to China.

Two years ago, under U.S. pressure, Israel suspended the sale to Beijing of four $250 million-a-copy advanced early warning Phalcon aircraft, similar to U.S. AWACS planes.

The proposed deal alarmed the Pentagon and infuriated some members of Congress, who threatened to cut U.S. military aid to Israel if the lucrative deal went through.

The proposed Phalcon deal "involved indigenous Israeli technology and would have provided lots of jobs for our defense industries," an Israeli official told Reuters.

"I think Phalcon was a watershed. It showed the level of our commitment" to the United States, said the Israeli official, who spoke on condition of anonymity.

Added a senior U.S. official, "Before the Israelis get in another situation where they are crosswise with us, they'll think twice about it -- the last flap still reverberates."

But D'Amato disagreed. "We still think they are involved in this in a serious way," including high-tech intelligence exchanges and a sharing of missile technology.

Israel began an arms relationship with China in the Cold War with U.S. backing as a means of balancing off the Soviet Union. But the ties have increasingly troubled Washington.

Six years ago, U.S. government reports accused Israel of illegally transferring U.S. technology from the largely U.S.-funded Lavi fighter plane program to China. China's new J-10 fighter jet is said to be nearly identical to the Lavi.

Analysts said that in addition to reaping profits and lowering defense production costs, Israel believes arms sales to China raises its influence with Beijing and gains it vital intelligence about its enemies, with whom China does business.

Israel is China's second-largest arms supplier (the first being Russia). Although diplomatic relations between Israel and China were established only in 1992, military ties go back to the early 1980s.

Until formal diplomatic ties were established, the military relationship was covert. Israel sold about US$4 billion worth of arms to China during the covert courtship. In the 1990s, the Sino-Israel military relationship grew rapidly. In fact, arms sales contributed to the strengthening of diplomatic engagement.

The military relationship is important for both countries. China is keen to have access to Israel's high-quality defense products and services, and the relationship with Israel has enabled it to acquire "dual-use technology" that the US and Europe have been reluctant to provide.

Chinese J-10 'benefited from the Lavi project'

Russian aerospace engineers have confirmed to Jane's that China's Chengdu J-10 fighter aircraft benefited from significant, direct input from Israel's Lavi programme - including access to the Israel Aircraft Industries (IAI) Lavi aircraft itself.

In a number of interviews Jane's has talked at length with several engineers, designers and technical specialists - some of whom have been working with their Chinese counterparts for decades and have had first-hand experience on Chinese military projects. They have provided detailed accounts of the assistance given to various Chinese manufacturers and their military aircraft projects. This has included extensive design and performance modelling, wind-tunnel testing and advanced aerodynamic design input.

Senior Russian engineers who spoke to Jane's recalled their many visits to Chengdu, and elsewhere in China, some of which began in the 1980s. Jane's was told how Chengdu officials of the highest level stated how they had one of the IAI Lavi prototypes in their facilities. Describing his conversations with Chengdu concerning possession of a Lavi aircraft, one Jane's source commented: "I did not consider that to be a revelation ... doesn't everyone know that already?"

It is not possible to independently verify the Russian comments. The charge of Lavi technology transfer has been made before, but this time the claims come from individuals with sustained personal experience of the programme. Both Chinese and Israeli officials have long refuted any purported links between the J-10 and the Lavi.

Some estimate that Israel sold arms worth USD 4 billion to China in this period. China has looked to Israel for the arms and technology it wants but cannot acquire from both the United States and Russia.

Israel has now become China's second-largest supplier of arms (following Russia). China has purchased a wide array of military equipment and technology, including communications satellites.

China has become a vital market for Israel's extensive military industries and arms manufacturers.

U.S. intelligence also suspects that the U.S.'s exports to Israel of the Patriot missiles and Lavi jet aircraft technology has been shared with China.

Israel had secretly transferred information on the US Patriot missile system to China, in violation of Israel's promise to the United States not to transfer the Patriot technology to any third country. Although both China and Israel denied the allegations, US government sources concluded that it was almost certain that a transfer of technology (though not physical equipment) had taken place.

China is reportedly using the Patriot technology to improve its surface-to-air missile (SAM) systems and to develop countermeasures against the Patriot for its ballistic and cruise missiles; reports also indicated that China intended to sell these SAMs and enhanced missiles to other countries, possibly including Iran. Reports suggested various Israeli motives for the transfer: some suggested that Israel had traded Patriot information for information on China's missiles.

In addition to the alleged Patriot technology transfer, Israel has allegedly supplied China with cruise missile technology, including sensitive US technology. Specifically, Israel is allegedly assisting China with the development of its YF-12A, YJ-62, and YJ-92 cruise missiles.

Israel has assisted China in other areas including the development of the HQ-9/FT-2000, a surface-to-air missile, which would possibly use U.S. seeker technology. It has also assisted China in the area of unmanned aerial vehicles (UAV).

Sino-Israeli arms deals

Israeli-Chinese cooperation seems likely to continue. Training programs for PLA representatives and police at the Israel Military Industries Academy for Advanced Security and Anti-Terror Training are currently under discussion. Another possible area of future cooperation involves the leasing of Israeli unmanned aerial vehicle services. MOD Director-General Yaron reiterated these two projects, citing homeland security and counter-terrorism as potential areas for expanding Israeli-Chinese cooperation.

leave india having duality over palestine, isnt china doing the same?

i find no wrong in china's position they have bucks, they buy.
But why pakistani voices are raised only agaist india ?

Does any one have guts to accuse china and say they are wrong in getting weapons from muslim killers?
 
China does get tech from different sources and it's pure business. Endia is bragging about how friendly you are with Israel, as hens usually make noises when they deliver some eggs. Many people don't like eggs or noises. No?

China makes best use of the tech and help ourselves as well as our friends. It's no secret and nothing wrong with that. Endians just can not get the logic thing.

Hi,
No body used Pakistan's name so i think you should keep Pakistani and Indian scenario out of this before this thread also turns into indo-pak conflict like several others
