There's a reason for multiple military units with separate commands. Iraq needs the PMU, what Iraq needs to do is to centralize it further and cut its political ties which the prime minister is working on.

Any attacks on the PMU will strengthen their political heads and it will benefit Iran. These few attacks are insignificant compared to the war on ISIS for the past years, but politically theytet a significant drawback in american trust in Baghdad which serves Iran's interests.
