Is Undersea Cables dangerous to a country

I have attached some map show undersea cables was connected and wire up to anther area.
the question is , Can the cable be tap such like steal listing and data stealing. and ruin their system .
but you need A Submarine to do that,

yes, stealing data from underground cables using submarine has been done by USA already....look up USS Halibut.

But those are internet cables aren't they? They're all interconnected anyway so there'll be better ways of stealing data than physically tapping those lines. Plus those lines carry many TBs of data that you'd have to unscramble. The ones to tap are private or miliray cables if they're still being used.

You could sabotage them in a time of war, though, and bring down the internet for whatever country.
