A friend told me that when you buy something from a shop in Pakistan ask for a receipt (shop keeper has a tax book)
and this way shop tax gets recorded because the tax collector counts the pages on the book or totals the sum and then charges the tax on it.

not every merchant shop has that.... that's for sure... anyway, consumable items have already tax on it.. so may be there is no need to take tax from small shops... however, shops like garments and shoes etc must have as they can sell anything at any price...
