Does calling army during elections means Rangers/Police failure?

Or does it means that Rangers and police doing their duty but army was just called to prevent any unwanted incident?

everybody knows that police is sold out thats why they called in rangers and army to put a check on the rigging

but here calling in army for the substitute of police and rangers is showing that both have failed their tasks and they can't be any reliable
