Do you think it is possible for china and taiwan ally in Scs. I feel taiwan could not protect their island once there a war break out between taiwan and other country. If it's possible , what could we do better to win against tow nation. also Does korean and japan need permition for passing Scs.

Unfortunately no. Improvement should start in Taipei and Beijing, not in SCS.
No one stupid enough to take (militarily) the Island from Taiwan. However, if other smaller countries really do this (exclude China), China will have better excuse to use military power to take it back and no 'one' want this.
