Thats exactly what may well be happening, if one takes a look at the poster above (that was publicly showcased by HAL during the DEFEXPO 2012 expo last April in Delhis Pragati Maidan), which clearly shows the unarmed version of the Predator UAS along with the Searcher Mk2 and Heron-1 UAS. And since none of the three armed services of India are known to be operating the Predator, then the only other possible operator is the Aviation Research Center of the Union Cabinet Secretariats Research & Analysis Wing (R & AW).
Shown below are photos of an unarmed Predator UAS that was on display at an aerospace and defence expo in South Africa earlier this year.
