Not saying much, talks about Persian Gulf and then basically lots talking nothing of substance. Towards the end he talks to the IRGC officer who gives it a speed of 30 knots and states that biggest asset is being able to carry a helicopter. Later on it may be armed with missiles. I would say that the reporter needs to talk way less about non military matters and the vessel's commanding officer needs to look like an officer and maybe talk a bit more about the capabilities the catamaran has to offer. As it is it don't look like it has a military dimension aside from IRGC personnel. Hopefully it's a test bed for something with decent equipment.

Can any native speaker say in English what the purpose of this ship is, if discussed in the video?

In this particular video not much was said. However, when this ship was first revealed, the commander of the IRGC's navy held a speech in which he said this ship was a start and it was used also as an stepping stone in development of the next ships which will have a mass of 3000 tons. Thus, yes, although this smaller ship has some military value, it's main purpose was certainly as experience gaining so Iran could move to much bigger projects.
