It is standard SOP, that a person resigns from the military/intel agency before going on an intelligence operation overseas, this is done to do face saving in case he/she is arrested. If you read about Mossad missions, they follow the same SOP, read interviews of their senior directors, all intel agencies follow this SOP. He has accepted responsibility for organizing various terror incidents.

And who decides if he is a terrorist or not? Courts, right. So , if I am not right, until the courts verdict comes, he is not a terrorist, so he has a right to have a consular access. Don't forget he is a foreign citizen.

Atleast, if you really believe that he is a terrorist, you can give him the same treatment u gave to laden.
