The Minister should learn from the Indian Chanukyas, and their high fold dramas from behind the curtains in Moharastraaaa
They should learn how to forward the pawns and when to sacrifice them to garner and harbour public trust.
The high amount of mis information and high voltage polarization with advertisement can be a good tool.
Moreover step by step degradation/controlling of all autonomous institutions and brainwashing of already low intellect general public can be a good beginning to start with.
Systematic political weaponization of several law enforcement agencies will come in handy.
Moreover one should learn to be efficient to mis direct allready gullible bogus people in the name of service to development of country.. nationalism.. religious advancement..etc etc.
