+10,000km range and a speed of +Mach 20 just comes with the territory. It's standard on ICBMs across the world. What separates this new Russian missile from most previous iterations is its throw weight, which governs the size of the payload. The higher the throw weight, the more decoys, penetration aids or warheads the missile can lift (but size restrictions will remain).

BTW, a number of nations including Russia, China and the US have operational counter ICBM defenses, such as the American GBI.

One argument of usa abm policy is that opposing forces need to develop and build new costly icbms reducing effective quantities of existing opposing missiles compared to usa who can still use older ballistic missiles without facing abm of others.If this missile is compatible to use warheads of previous icbms or less costly by modification the abm advantage would be negated keeping replacement costs low.

Another thing if icbm has high carry capacity new individual warheads can be designed having a stealthy shape and ram coating layer while traveling in space which can be disposed before entering atmosphere. It would limit abm tracking range considerably in my opinion.
 
India and China have the same ABMs from Russia.

I was specifically referring to the A-135 system and its predecessors, which neither India nor China have.

These were specifically designed to destroy ICBMs and their warheads using a nuclear charge, though at present only a conventionally armed variant is in use.

It's functionally similar to the American Sprint ABM system.

Sprint was removed from service mere months after entry and has since been replaced with GBI.
