Japan selected as partner for Jakarta-Surabaya railway project

The government has finally decided to select Japan as its partner in the revitalization of the railway connecting Jakarta and Surabaya, East Java.

"We have decided that we will use [the scheme] with Japan," Coordinating Maritime Affairs Minister Luhut Binsar Pandjaitan said as quoted by kontan.co.id on Sunday, adding that the preliminary feasibility study for the project was slated to start in May.

"There will be joint study with Japan and we hope that [the construction] will finish in the fourth quarter of 2019," Luhut said.

Office of the Coordinating Maritime Affairs Minister deputy of infrastructure coordination Ridwan Djamaludin said the government would consider two schemes for the construction: eradicating level grade crossings or constructing elevated railways. There are around 988 level grade crossings between the two cities.

“It could also be combination of the two, depending on conditions on the ground," he said.

The project aims to increase the speed of the rail connecting the two cities, from around 90 kilometers per hour to 160 kilometers per hour.

The government is also still considering the technology that will power the trains: diesel, which will cost Rp 30 trillion (US$2.2 billion), or electricity with its Rp 80 trillion price tag.

China is expected to get moving “soon” on construction of Indonesia’s beleaguered high-speed rail project, a landmark venture for both countries.

China Development Bank could disburse pre-agreed loans for the 142km Jakarta-Bandung rail line as early as the end of this month, according to sources.

The project has been stalled for over a year amid delays in government clearances and local resistance to the route, but if it does go ahead, it will be a milestone in Beijing’s ambitions to export its high-speed rail technology around the world.

“The project is now moving forward positively,” Soegeng Rahardjo, Indonesia’s ambassador to Beijing, said on Tuesday.

Indonesian State-owned Enterprises Minister Rini Soemarno also said on Tuesday the CDB funding would be in place as soon as the plan for the route was signed by Indonesian President Joko Widodo.

The route plan had already been given approved by the ministers involved and submitted to the Cabinet Secretariat.

“[The CDB] are still waiting for the ... plan, and if that’s done then there is no problem,” she said.

CDB has committed to cover around 75 per cent of the project’s US$5.2 billion cost, but reportedly under the condition that all of the land be acquired before disbursing the loans. Rini said CDB was not withholding funds for the land. “So far they have already put in Rp 500 billion (HK$291 million),” she said.

Zhang Mingliang, a Southeast Asian affairs analyst at Jinan University, said it would be a big step forward to have the funding in place but there could be more obstacles on the way to the 2018 completion deadline and the 2019 target to have the line running.

China is keen to export its high-speed rail technology and has made it a key element of its “One Belt, One Road” initiative to revive trade from Asia to Europe.

It’s made its biggest progress on the Indonesian project to connect Halim in East Jakarta to Tegalluar in Bandung, West Java, fending off Japan in 2015 to win the bid to build and operate the line. If realised, it would be the first time another country has fully adopted Chinese high-speed rail standards, from train carriages to operating systems.

Xu Liping, a specialist in Southeast Asian studies at the Chinese Academy of Social Sciences, said countries in the region had less experience of and trust in the Chinese technology compared to that from the West and Japan.

To secure the deal, China offered the Indonesian government breaks on financing. Under the agreement, China Railway International will be in charge of 70 per cent of the construction work, while Indonesian state companies will handle the rest of the line.

Ground was broken on the line in January last year but the project was halted soon after it started due to objections from provincial representatives on the route.

KCIC is a joint venture between China Railway International and an Indonesian consortium of four state-owned firms, with the Chinese holding 40 per cent of the shares.

“China was too hasty to set up a model project in Southeast Asia and for ‘One Belt One Road’ ... and underestimated its difficulties,” Zhang said. “Even after the start of the actual construction work, political, economic, environmental, religious and labour issues could all well stumble this project in the future.”

Jakarta-Surabaya railway slated to begin construction next year

The government expects to sign later this year a memorandum of understanding (MoU) with the Japan International Cooperation Agency (JICA), a Tokyo-based development assistance fund, to begin construction of a medium speed train project by the middle of next year.

Transportation Minister Budi Karya Sumadi told reporters in Jakarta on Monday evening that the JICA was in the middle of completing a comprehensive feasibility study on the train project, which is estimated to take two years to construct and then six months to test before becoming operational in late 2022.

Railtrack construction, he continued, would involve two phases whereby the first phase will build a new railtrack from Jakarta to Semarang while the second phase will upgrade the existing railtrack from Semarang to Surabaya.

“It’s like how they made the MRT. They took a while but we were satisfied with the results because the preparations were well done,” he said after a meeting with Coordinating Maritime Affairs Minister Luhut Pandjaitan.

He added that JICA estimated the project to cost Rp 90 trillion (US$6.29 billion) in total but the government would try to keep the price tag below Rp 60 trillion. JICA would provide the loans while the government provides the land.

The medium-speed train will have average speeds of between 140 and 145 kilometers per hour (kph) with a top speed of 160 kph but the important point, said Budi, was that it could cover Jakarta to Surabaya in less than six hours. (hen)

The government is considering including Japan in Kereta Cepat Indonesia China (KCIC), an Indonesia-China consortium to develop the Jakarta-Bandung high-speed railway, as Indonesia seeks to expedite and expand the national strategic project, a senior minister has said.

Japan, which was outbid by China for the Jakarta-Bandung high-speed railway project, is currently working with the Indonesian government to develop a medium-speed line to connect Jakarta and Surabaya, East Java.

Coordinating Economic Affairs Minister Airlangga Hartarto said that the consideration came from a request by President Joko “Jokowi” Widodo as the government reviewed the prolonged delays and budget overruns in the development of the Jakarta-Bandung railway.


“Because of that – to be more economical – President Jokowi has instructed that the project not stop at Bandung but be extended to Surabaya. Also, [he asked to] add Japan to the consortium,” said Airlangga on Friday in an online press briefing after a limited Cabinet meeting.

Policymakers believe the inclusion of Japan would accelerate the Jakarta-Bandung high-speed railway project, while also helping the consortium extend the project to reach Surabaya via the Southern Java line.

Airlangga said that the idea to include Japan in the consortium would first be reviewed by the State-Owned Enterprises (SOEs) Ministry.

The construction of the high-speed railway has faltered because of various technical and financial challenges, exacerbated by the COVID-19 pandemic.

KCIC initially aimed to finish the project and begin operation by June 2021, a two-year delay from its original target. With the current health crisis, the project’s completion is expected to be further delayed to the second half of 2021.

The Jakarta-Bandung high-speed railway project is one of the government's national strategic projects (PSN) in the transportation sector and is expected to require a total investment of US$6.07 billion.

The railway project will serve four main stations: Halim in Jakarta, Karawang in West Java and Walini and Tegaluar in Bandung regency. The trains will travel at 350 kilometers per hour, cutting the travel time between Jakarta and Bandung to 45 minutes from the current three-hour train journey.

In September of last year, the Transportation Ministry and the Japan International Cooperation Agency (JICA) signed an agreement on the summary record of the Java North Line Upgrading Project, outlining the two countries’ collaboration to develop the Jakarta-Surabaya railway.
