The LAPAN A-1 TUBSAT was launched in 2007 itself....and LAPAN A-2 was originally scheduled to be launched on October 2015....so it is being launched one month ahead of the planned date accepted by Indonesia. I doubt any other country offered the same price and same guaranteed launch window that Antrix did.
Satellite launches are a highly supply constrained industry. India is looking to expand the number of launches and its manufacturing industry for these rockets over the next few years.

It's mass is about 68 kg and there are several improvements over the A-1 launched by ISRO in 2007.
TUBSAT A-1 weighed 54.7 kg.
Cost of launching will be under 300,000 USD I think....could be as low as 250,000 USD.
I bet you know already that India has delayed this launch for several years. No, it has been scheduled to be launched by Indian rocket several years ago, maybe 2012-2013. 2014 launch has also been cancelled. It make us has to delay developing more advanced and bigger satellite.
Delays happen. I didn't know about this one specifically though. However often contracts cover these kinds of things. Do you have a source/link for these delays?
With more launch suppliers coming online and production increasing in many countries, hopefully these kinds of delays will be a thing of the past.
we have discussed the delay last year in PDF, I believe many of senior member in PDF already know about that. But there is always a bless in the delay, we add ship movement detection on the satellite during the delay.

This should be taken seriously in high level govt to govt talks.This information has already been spread in Indonesia long time ago, we are delaying developing LAPAN A-3 for several years already because of the Indian delay. The thread talked about the launch in 2014 and then every one just leave the thread when India once again cancelled the launching.

ISRO has been launching satellites all the time for European countries. I'm appalled to see such delay in case of ASEAN.
