India's aerospace industry stands to miss out on a production partnership for Japan's ShinMaywa US-2 amphibian aircraft, according to sources close to the situation. Japanese Prime Minister Shinzo Abe visited his Indian counterpart Narendra Modi last month and stressed “the full potential of an India-Japan strategic and global partnership.” However, a deal proposed during their previous meeting in 2014 for final assembly in India of the US-2 remains unsigned. Indian defense industry sources speaking to AIN on condition of anonymity said that the delay might cause the Japanese to turn instead to Indonesia as a production partner.

Japan’s Ministry of Defense presented a detailed report on production arrangements for the amphibian in India last year, but Indian government paperwork for clearance of the project is yet to start. Meanwhile, though, Indonesia is increasingly concerned about Chinese expansion into the islands of the South China Sea. It also sees the potential for maritime rescue operations in Southeast Asia . Influential Indonesian politician Setya Novanto met Abe last November. “Japan cannot wait forever,” the Indian official told AIN.

The Indian Navy has an initial requirement for 12 US-2s, and the Indian Coast Guard recently requested another three. The envisioned missions include surveillance and reconnaissance, and logistics support and crew rotation to ships. “There is a [strong] business case for this aircraft program, to meet domestic and export demand,” Sujeet Samaddar, director and CEO of ShinMaywa Industries India, told AIN. Final assembly and integration of the US-2 in India is expected to cost 25 percent less than in Japan, but taxation issues will need to be addressed. “Cost is not a deal stopper. The benefits far outweigh the program costs,” said Samaddar.

India could seek funding from the Japanese Official Development Assistance (ODA) organization to support a co-production deal. The facilities created could help Japanese companies investing in India boost Modi’s “Make in India” policy. Pipavav Defense and Offshore Engineering is believed to be the first choice as ShinMaywa’s production partner in India if the deal goes ahead.

Is this confirmed or pending for final decision? I suppose Indonesia has stronger industrial base and financial clout to go into production partnership with ShinMaywa, isn't it?

I think this is a potential for Japan to catapult into the arms export industry, bro. Japan should coax India to come to terms, the same time with Indonesia. Besides both India and Indonesia are maritime powers that could benefit from the ShinMaywa US2 craft , especially in their coast guard air interdiction or maritime rescue objectives.

I think this is a potential for Japan to catapult into the arms export industry, bro. Japan should coax India to come to terms, the same time with Indonesia. Besides both India and Indonesia are maritime powers that could benefit from the ShinMaywa US2 craft , especially in their coast guard air interdiction or maritime rescue objectives.


The facts are Japanese electronics, optics, weapon grade steel, composite materials, large CNC machine tools ... have already been in the supply chain of global arms industry. Exports of weaponry in ready-to-use condition is just one step away. The global arms will definitely get more competitive as Japan increasing her participation.

Just like other industries, Yen is expensive, so the trend could be more overseas manufacturing bases are established through FDI, especially components or systems of lower complexity.

PT Dirgantara Indonesia has already got many partnerships with Western Aerospace Industries like Boeing, Airbus (A-380, etc), Textron (Bell 412 EP Helicopter), Eurocopter (Super Cougar). And as you mentioned KFX program, there are KIA (South Korea) and Lockheed Martin (USA) there. So, there is always a possibility to get partnership as well with Japanese if there is win win situation on the deal.

And according to the latest news, it reveals that Japanese has agreed on building strategic partnership with Indonesia in defense products, but there is no specific on what kind of product that is being discussed actually.

Indonesia and China also has partnership in C 705 cruise missile production but still in paper agreement as I see from the latest news. The cooperation in Indonesian side is handled by PT Dirgantara.
 
This is outcomes of meeting from Two plus Two Talk in 18 Dec 2015...

1. Both countries agree to open communication hotline between respective foreign ministers and defense ministers.

2. Similar meetings to be held every two years.

3. Indonesia emphasizes importance of maritime cooperation.

4. Indonesia expects Japan to implement points of maritime cooperation as agreed in recent East Asia Summit in Kuala Lumpur.

5. As an observer in the Indian Ocean Rim Association (IORA), Japan expected to increase its role in the association of which Indonesia is current chair.

6. In regard to the South China Sea (SCS) dispute, Indonesia and Japan share similar spirit to ensure peace and stability in region.

7. Indonesia calls on all parties to end any activities that may escalate tension in SCS, abide by international rules and laws.

8. Indonesia calls on all parties in SCS dispute to fully and effectively implement declaration of conduct and early conclusion of code of conduct.

what we need urgently right now is Japanese investment in chain link industries to support our Aerospace industries. It can be private investment through direct invest or even B to B partnership with our BUMN (State Owned Enterprise). So much missing link in our Aerospace industries, so we must import so many spares from foreign source, although we had an impressive needs and growth in this sector. This is kind of opportunities for Japanese companies to playing a role to enhance bilateral relationship with Indonesia along to satisfying business needs of your country Corporations.

As it is stands right now, US along with European Union companies will trying to get their foot in this sector in Indonesia, i hope Japanese can see the opportunities
