Two Hizbul Mujahideen militants were killed in an operation by the security forces in Baramulla's Sopore area, 55 km away from Srinagar, on Saturday. Sources said the slain militants were identified as Hizbul Mujahideen commander Parvaiz Ahmad from Galoora Handwara and Umar Ghazi.

A Srinagar-based Army spokesman told The Hindu that two militants have been killed and ammunitions were recovered from the encounter site.

The operation was carried out by a special operation group of the police and the Army's 52 Rashtriya Rifles in Amargadh village in the morning.

Preliminary reports suggest that there was a brief encounter between the militants and the security forces.

Two policemen were also injured in the incident.

Pakistani troops on Monday targeted forward Indian positions twice by using small arms and mortar bombs along the International Border in Samba sector of Jammu and Kashmir.

No one was injured in the ceasefire violation, the first by Pakistani troops this year.

“At about 0845 hours, Pakistani troops resorted to small arms firing in Samba sector along the IB”, a senior BSF officer said.

It was followed by small arms firing and also shelling of 51 MM mortar bombs from 0935 hours from the Pakistani side, he said.

“Our troops also retaliated. No loss of life or damage to property has been reported from the area”, he said.

It may be recalled that Indian troops had foiled an attack by heavily armed terrorists on troops deployed on forward areas along the IB in Samba sector on February 2.

The terrorists entered Indian territory and targeted troops by opening fire from automatic weapons and also firing of Under Barrel Grenades, forcing them to retreat.

Clashes break out after the killing of four militants
Restive south Kashmir was seething again after seven people, including four militants and two soldiers, were killed in an encounter in Kulgam, 70 km from Srinagar, on Sunday.

It all began when four militants, who were holed up in a house in Nagbal village of Frisal area, were surrounded by the security forces during the night. A gunfight erupted on Sunday morning when they opened fire at a search party.

“The terrorists had taken the owner’s son hostage. We had no option but to storm the house,” said Army Brigadier R. Chakarwarty. “While doing so, two soldiers and a civilian were shot by the terrorists. Later, all the terrorists were killed by the security forces.”

Clashes broke out in south Kashmir after the news of the killing of the four militants spread. Eyewitnesses told The Hindu that the security forces “fired into the crowds to break up the fast-spreading protests.”

According to figures released by two hospitals in south Kashmir, 15 civilians were treated, including 12 with bullet injuries. One of the injured civilians, identified as Mushtaq Ibrahim, a resident of Srigufwara, succumbed to injuries in a Srinagar hospital.

From Hizb, Lashkar
“Two militants belonged to Hizbul Mujahideen and two others were associated with the Lashkar-e-Taiba (LeT),” said Brigadier Chakarwarty. “Their death is bound to impact the morale of the terrorists.”

The four slain militants were all residents of Kulgam. The civilian was identified as Ashiq Reshi, a government employee and father of a three-month-old child. An Army spokesman identified the deceased soldiers as Lance Naik Bhandoriya Gopal Singh, 33, and Sepoy Raghubeer Singh, 32. Three more soldiers suffered injuries.

Opposition National Conference leader Ali Mohammad Sagar said Chief Minister Mehbooba Mufti had claimed that she ordered the forces to exercise restraint while dealing with civilians.

“Sunday’s incident showed the reality. Why was the Standard Operating Procedure (SOP) not followed?” he asked.

J&K government spokesman Naeem Akhtar said the government “will look into the matter and find out the circumstances that led to such a situation.”

In a joint statement, separatist leaders Syed Ali Geelani, Mirwaiz Umar Farooq and Mohammad Yasin Malik called a shut-down for February 13 and ‘Kulgam march’ for February 15. “People of J&K are not war-mongers. It’s India’s stubbornness that is at the root of all the bloodshed,” Mr. Geelani said.

All shops, business centres and private offices remained closed in the Valley
Kashmir witnessed a complete shutdown on Monday as the separatists called for protests over the killing of two civilians and four local militants in the Kulgam encounter on Sunday.

All shops, business centres and private offices remained closed in the Valley. There was very less traffic on the roads.

Authorities have deployed extra personnel in volatile pockets of Srinagar and large parts of south Kashmir. Kulgam was sealed as security vehicles manned the streets and dominated the volatile stretches.

Dukhtaran-e-Milat chief Asiya Andrabi was detained early in the morning.

Eight people, including two soldiers, died in Kulgam, 70 km south of Srinagar, on Sunday. Seven people died in an encounter, while a civilian died when security forces fired into the crowds.

Opposition National Conference (NC) has demanded a probe into the civilian casualties, as more than 12 protesters have sustained bullet injuries. "The magnitude of mayhem in Kulgam can be gauged by the fact that nearly 15 youth have received bullet and not pellet injuries. Agonizing," said NC spokesman Junaid Mattu.

Though most of the shops, fuel stations and other business establishments were shut across Srinagar, public as well as private transport vehicles were plying in many areas, officials said.

Inter-district transport was also operational on many routes connecting various districts of the Valley to Srinagar. However, less public transport was visible in rural areas of the Valley, they said.

Schools were closed due to the ongoing winter vacations, banks and government offices functioned normally.

Chairmen of both factions of Hurriyat Conference — Syed Ali Geelani and Mirwaiz Umar Farooq — and JKLF chief Mohammad Yasin Malik had called for a complete shutdown on Monday and ‘Kulgam Chalo’ on February 15 to protest the civilian killings.

Four militants and two Army men were killed in an encounter in Kulgam district in South Kashmir early on Sunday. Two civilians were also killed — one in the encounter, and another in the protests that followed.

Brigadier R Chakravarty, Commander, 1 Sector RR, said a security cordon was put up around Nagbal Frisal village on Saturday night following information about the presence of militants in the area.

“After the cordon was established at around midnight, we came to know that a civilian was also inside the house with the militants. We delayed the operation due to the presence of the civilian. Along with members of the local Auqaf Committee, we made several announcements that the civilian should be released, but the militants didn’t release him. After we launched the operation, the civilian, who had heard our announcements, came out and was hit by militant fire and died. Two soldiers who were in the front were also killed in the firing,’’ he said.

After the encounter ended, protests broke out in the area and security forces reportedly used bullets and teargas shells to disperse the protesters. More than 25 civilians are reported to have sustained injuries. One of the injured, Mushtaq Ahmad Yatoo, 22, of Hatimarg, succumbed to his injuries. Four of the critically injured protesters have been shifted to Srinagar for treatment. Hospital authorities said many of them had suffered bullet injuries.

Residents alleged that police used teargas shells to disperse the protesters in Anantnag town, where the injured were taken for treatment. Later in the day, a huge crowd attended the funeral of the militants.

The Opposition has demanded an impartial inquiry into the civilian deaths, while the state government spokesman regretted the deaths and said a probe would be carried out. The separatist leadership, meanwhile, has called a strike in the Valley on Monday.

The Army said over 30 militants are active in Kulgam area, which falls under the jurisdiction of 1 Sector RR, and efforts are being made to motivate them to lay down their weapons.
