Yes, its quite obvious you are not an economic expert since you didn't understand the figures.

6-7% is per year.

17.7% is decadal growth ie. in 10 years, equivalent to about 1.01% per year.

So, if real gdp growth is 6-7% per year, the real per capita gdp grows by about 5-6% per year.

In the last 8 years (2004-2012) though, the real gdp grew by 8.2% per year.

Check out the deans of Harvard business school or any other school Indians flood top posts. Moreover all major news channels in the west have Indian anchors and writers. One day many of these could help India to achieve their interests.
