Well F404 and French M88 were in the competition to power Tejas... and after trials, India opted for F404 for Initial batch and F414 for rest of Tejas...

For AH-64, we have already developed LCH and HAL Rudra for light attack roles... AH 64 is a heavy attack heli... and yes India has yet to develop one in that class...
