Harappa is an archaeological site in Punjab, Pakistan, about 24 km west of Sahiwal.

Both the Biggest (Rakhigiri) and oldest (Bhirana) are in India. It's just accidental that Harappa was discovered first. Harappa/ Mohanjodaro etc. were colonial outposts of the Indian sites.
Politically India was first integrated during Ashoka, well before Islam. But most importantly. it is a cultural term for heartland. Everywhere Indian culture exists, is Indian.The name "india" constituting of the territorial boundaries of claimed "Mahabharat" has never existed in any and all historical records, EVER!
As for ancient civilizations, was not ever "indian" since those civilizations did not ever identify themselves as indian.
