your idea of asking german authorities for intel is naive, we need to build capacity and coordinate with other agencies if needed.
well its basically the funding and gatherings which they have to see.

there is no bad guy / good guy in that community.. at lowest level you want to use which ever resource you can get hands on, some of them might be nasty character, but agree/capable to work for you.And what is coordinating with other agencies? Exactly, asking German agencies if they have gathered infos. That's not even unusual, especially if the group that is the point here is decelerated even in the EU as an extremist organisation, so the Germans won't have issues to share infos if they have. But as said, they won't go and spy for Indians on German people in Germany, if there is no immediate threat, because they have to follow their laws of course. If the IB still needs specific infos they can hire informants like this, with no risk for them or the Indo - German relationships, but that doesn't mean that this guy is a good guy, nor that it would be worth fighting for him. Indian officials surely don't give a damn about him anymore and from what I have read he will remain in jail for much longer because of other pending cases in his name.
No, because it's not about an extremist group in Germany, but if certain people in Germany have contact or relations with extremists in India. That means if they call or write each other and to get to these infos, you must go beyond the laws. But as said, unless there is an immediate threat caused by these people, they are protected by the same law, because you need to prove people guilty first. That might be different in the US now, but doesn't mean it should be in the rest of the world.
