The way the guy is talking doesn't sound like the one who was abducted
It sounded more like a willful interview so could be a fake staged video

If true it's known for years Iran recruiting Pakistani Shia for its militias overseas in Syria Iraq so doesn't necessarily mean isi involvement

it seems you missed the specific reference being made, ISI was kidnapping people off the streets, they would take them to a location, force them to take off their clothes or they will be tortured, the scared person would comply, suddenly they would bring in a female and make it look like you got naked and were trying to rape her, take pictures and videos. then they would tell you they would send this video and pictures to your family and friends and to the whole public unless you did what they said. And people scared of being painted like rapist adulterers would be forced to comply with demands, usually stuff liek quitting the party politics, or do work for the ISI to frame someone and things of the nature..
