That DG ISPR of Pakistan Army is making such statements says loads about Pakistan's foreign policy, especially its foreign ministry, which seems content treading on water.

Where is Pakistan's Ambassador to US? I read their twitter feed and see nothing but the ambassador engaging ceremonial activities. No forceful statements. Nothing. What public diplomacy is the embassy engaging in with media and think tanks?

The problem is the structure of the FO itself. It needs a foreign secretary and foreign minister with fresh ideas and approaches, but this requires enlightened leadership which I don't see coming anytime soon.
