Kamorta class is a 3100 Ton Corvette
Also, Kamorta class cost 250/300 Million USD each
while GRSE ASW SWC will cost 140 Million USD each.

& Recently GRSE offered two frigates in just 170m dollars.
I think GRSE ASW SWC is no more than an OPV which displacing 2500 tonnes costs much less.
What is special in these ships?

GRSE ASW Shallow Water Craft
ASW Combat Suite
 HMS, of array diameter of 1200mm or less. For best performance of HMS, the self-noise level of ship must be optimized by means of selection of propulsion package, location of sonar dome, isolation of m/cy noise by
resilient mounts, acoustic enclosure, distributed isolation material & flexible connections and algorithm based adaptive beam noise cancellation etc.

Why cost of these crafts is such high?
Speed: 25Kn high speed agaist submarines may not required.
Why no CIWS?
These ships will engage submarines which can launch AShMs, so these ships must have CIWS.
Requirement of gun may not be urgent as these ships will not engage against any other surface ship, aircraft or in any land attack operations but CIWS is must.

Next Generation Missile Vessels
Weapons
(a) Minimum 8 SSMs.
(b) SAM System- The ship should be fitted with a Point Defence Missile System (PDMS) for providing credible near 360-degree Anti-Missile Defence (AMD) coverage to the ship. It should be able to engage sea-skimming missiles, flying 3-5 m above sea level, upto a max speed of 3 Mach.(Barak 8)
(c) MR Gun System. A Gun with stealth features having range not less than 15 km and capability to carry out Surface to surface, Air to Air and Anti-Missile Defence (AMD) engagements should be fitted. It should have the facility to be remoted using Fire Control Radars (FCR) as well as EO (Electro-Optical) sight.
(d) CIWS. The Close-In Weapon System (CIWS) should be both radar and EO (Electro-Optically) guided to double up as Low-Intensity Maritime Operation (LIMO) weapon. The placement of CIWS should be such that it provides near 360-degree Anti-Missile Defence (AMD) protection without requirement of course alteration.
(e) Chaff. The ship should be fitted with suitable chaff system to provide credible passive ECM capability against incoming missiles. It should be capable of firing chaff in all round direction in distraction, seduction and centroid modes.
(f) Small Arms. As per allowance.
(g) Low-Intensity Maritime Operation Weapons. The ship should be fitted with following weapons for Low-Intensity Maritime Operation:-
(i) Two SRG with suitable system.
(ii) Acoustic Warning Device.
(iii)High power search lights with remote activation and Control​
(h) Very Short Range Air Defence System (VSHORADs)

Why no torpedo tubes, these vessels will be more than 2000 tonnes(as number of crew is 93), I don't know any modern ships of this size & weapon systems without some self defence against submarines, these ships must have atleast 4 torpedo tubes, otherwise will have go with ASW ships like Kamorta class.
Why only 6, as IN is going to decommision 12(3 already decommissioned) Veer class corvettes in near future, 13 missiles vessels must replace these ships.

Navy is already short of 16 frigates as per requirement.
 
Not to forget 8 more follow on Kamorta class( P-28A)....Ultimately Indian navy will operate 12 3000+ tons ASW Corvettes, 6 1500+ tons corvettes, 16 700 tons ASW corvettes.
PS: In short, focus is on ASW capability with 28 advance ASW corvettes.

Navy will lose some capability in GRSE ASW SWC as these won't have good basic arms like CIWS, main gun.

Well do they need those? They will operate in shallow waters near coastlines and have adequate ASW weapons like 6 torpedos and asw rockets!!
