Indian Army went without parachutes for over a decade

The Comptroller and Auditor General (CAG) on Friday said the Indian army was without specialised parachutes for over a decade in a report tabled in Parliament on Friday.

It also raised questions on the functioning of army aviation corps, the cantonment boards, and shortfall in the availability of BMP vehicles in the Indian army.

“Combat free fall (CFF) parachutes are required during highly specialised operations and are vital for the success of the missions carried out by Parachutes Special Forces Battalions of Indian Army. However, the Army was without these specialised parachutes for over a decade,” the report said. The parachutes developed by DRDO in 2006 could not be successfully produced by the Ordnance Factory Board, even after incurring an expenditure of Rs 10.75 crore, it said.

The audit report was also critical of the army aviation corps saying it was plagued with 32%deficiency against its authorised fleet strength.

The country’s top auditor, separately, also slammed the Indian Air Force for sub-optimal utilisation of operational capabilities of AWACS (air borne warning and control system) aircraft purchased in 2004 for Rs 5,042 crore and has said shortage of aircrew may impact the operations of the planes during hostilities.

CAG reports are a very well researched indictments of Indian defence and research services carried out by experts in the field, except when they say Arjun outclassed T90, then CAG is just a bunch of civilian number crunchers incapable of judging military matters...

Elsewhere some Indian members were ridiculing the report, specially in reference to MKI, which we all know has been grounded at least three times and still functions at only 55%.

Indias militarization will continue to suffer as long as a clear strategic culture is not cultivated.
Extreme faith in public sector undertakings and in general socialist apprach and principles in all aspects of administration have ensured india will always fail to achieve its potential. The fact that the indian armed forces are still highly bloated in size and with the exception of the navy have almost always achieved victory on the basis of 'quantity is quality' is a testament to professional ineptitude and resilience to change.
Having said that the lca must be given time to reach maturity. For once india has a weapons platform which can be upgraded and modified to suit its requirements. The local private sector must be given complete acess to the lca.Project amca must be cancelled till the lca attains some level of technological maturity. Funding for r&d increased in critical sectors like engines, radar, missile seekers and deals designed for platform and weapons standardization.
The indian kolkata destroyers project, the pakistani jf 17, the israeli merkava, the russian mig35 can be taken as examples of projects which have made excellent utilization of minimal resources to take a basic platform and ensure its longevity by continued upgradation.

So what if the MKI fleet has been grounded 3 times? Do you know how many times the F-22 fleet has been grounded? Even the F-15s? As for availability, the DM has said it will be 65-70% by the end of 2015 (so now) and it will get to 75% from next year.


As for this article- the headline is totally improper and designed to mislead. A very specific parachute was absent for a period but this has now been resolved.


No orginisation, especially one as large as the Indian Military, is going to be without fault and the reason audits are conducted by an independant civlian orginisation is to determine where these faults exsist to as to fix them. What you perceive as a weakness is actually a strength and I would remind you there is zero accountability within the Pak or Chinese Mil so god knows what skeletons are in their cupboard but unlike with the Indian military they will only be exposed in times of conflict.

Do you know the new technologies and designs that have gone into the American machine...where as the MKI is just a beefed up SU-27... rather than digressing elsewhere, you should ask yourself, why other SU-30 operators don't have same issues and what the Russian investigators had concluded.

Only India & Russia has quite a large fleet of Sukoi 30s .Go check the service history of Su 27 with modern Russian Air Force.

Did you missed the 'even' part or the comparison with F 15 ?

where as the MKI is just a beefed up SU-27
