India is upset as Iran has questioned the transfer of nuclear material and technology by the US and the Nuclear Suppliers Group's decision to exempt New Delhi despite not being a signatory to the Nuclear Non-Proliferation Treaty.
At a key NPT review conference held recently, Iran's Permanent Representative to the International Atomic Energy Agency (IAEA) Ali Asghar Soltanieh said without naming India, "I have to warn that the extension of full nuclear cooperation to non-parties, exemption from strict export regulations of nuclear material and technology, such as NSG, which is an admiration for non-adherence to the NPT, is a crystal clear non-compliance of the non-proliferation provisions of the Treaty by western countries, specifically the US and the EU."
"In the meantime, their hostile policy turning the NPT forum into a battlefield against parties to NPT are clear evidences of double standard policy, lack of any valuable principle," he said.
This has caused some disquiet in New Delhi, which has sought Tehran's explanation. While this is not the first time that Iran has made such statements, what has surprised Delhi is the tone and tenor of the Iran PR's statement at the NPT Preparatory committee, which is being held in the run-up to the 2015 NPT review conference.
It is learnt that Iran has informally conveyed to New Delhi that this is not directed at them, but is more targeted towards Israel. Iranian interlocutors have pointed out that Israel has been directly named in certain parts of Soltanieh's statement. But, Indian government sources said that Israeli reference has been made in the context of nuclear weapons states. "France, the US and the UK by transfer of nuclear technologies and materials to non-parties to the treaty, including Israel, not only have created impediments towards achievement of universality of the treaty but also have contributed to the emergence of new nuclear weapon possessors," Soltanieh had said.
