I humbly disagree that this has anything to do with balls of steel. It is a way of achieving a balance. Moving with your plans without upsetting any of the bigger sharks in the sea. India has been doing this for quite sometime and has turned it into a fine-art.

Only issue is that India moves so slowly that world buzzes pass it. India is still trying to somehow order S-400 while China has already take the delivery.

Not a bad idea to play it safe and sound!!! But, the problem is once you're catering to the bigger sharks too much, you yourself can't be big enough....

Not quite. China did that. Catered to America and became big.

And then sharks are not constant too. Russia was a big shark back in 1970s and now not as big anymore.
