India to build 440 light utility choppers for armed forces

New Delhi: The Indian armed forces have projected a combined requirement of 440 light utility helicopters which will now be manufactured indigenously involving the state-owned HAL and private sector firms in partnership with foreign players.

The IAF, Army and the Navy require 440 choppers and these would be now manufactured within India including the HAL, private sector firms and foreign players, Defence Ministry officials said here.

The armed forces had projected their requirements to the Defence Ministry before the government scrapped a Rs 6,000 crore tender to procure 197 such helicopters for the Army and the Air Force, they said.

The Hindustan Aeronautics Limited has already started a project in Tumkur, Karnataka for building light helicopters, which will have capability to lift 2.5 tonnes payload.

Last Friday, the Defence Acquisition Council headed by Defence Minister Arun Jaitley had scrapped the scam-tainted tender for procuring the choppers to replace the vintage fleet of Cheetah and Chetak choppers used to move troops and equipment to high-altitude locations like Siachen.

The DAC decided to retract from the tender for procuring these choppers and the Indian industry would be given the opportunity to produce around 400 such choppers for the requirements of the armed forces.

In line with NDA government's plan to develop the indigenous industry, the government decision is expected to generate business worth over Rs 40,0000 crore for the local industry in the defence sector, they said.

This is the second time in seven years that the tender has been scrapped in which European Eurocopter and Russian Kamov were competing and it had been on hold for the past over two years due to an ongoing CBI probe and other allegations of wrongdoings in the trial process.

First time we're seeing dual manufacturing from PSU and private. Should be interesting.. Will be embarrassing for HA if the private company out paces them.

Is HAL barred from the new LUH tender as well? Like in the AVRO replacement?

That would mean HAL makes their LUH and private company produces outside design. Idk, not much clarity at the moment I guess.

The foreign RSH was only scrapped last week and opened up to the pivate sector. Will be a few more months before it is officially opened and there will be a few month period for bidders to enter.

That's still on. HAL are manufacturing their LUH to meet the around 200 LUH oder for the IA and IAF, the private sector LUHs will be on top of the HAL LUH orders.

Not barred- they have their own LUH in the works end of story.

Not really- it's quite simple, a requirement for LUHs for the IA and IAF has been split between HAL and an Indian private company who ties up with a foreign firm. Before the requirement for 384 LUHs had been split 187 for HAL LUH and 197 for a foreign LUH/RSH, it is only this last requirement for 197 helos that has been scrapped and now will be bought under the "make India" category involving Indian pvt firms like the MGS and LHD/LPD procurements.

I don't think so, the point is to get the private sector involved- HAL are already overstretched and working to deliver their own LUH.

Who among the private firms are into Heli's? anyone with a JV with any foreign heli producers?

TATA will surely be one of them.

They have an agreement with Sikorsky and AugustaWestland regarding heli manufacturing.

Somehow the number seems to have increased by around 50 choppers. Total number to be procured was ~390-400. Article now quotes it as 440. Interesting...

I would prefer HAL's LUH to be procured if ready. THis will be another success story for Indian choppers.

I think Indian companies should also hire "foreign experts" to design and manufacture choppers in India. I think It's better than Joint venture with foreign companies since U don't have to share large chunk of profits with them.

56 choppers to be exact- the additional 56 are for the Navy to be sourced from abroad 384 for the IA and IAF split 187 for the HAL LUH and 197 (now) for a JV with between an Indian pvt company and foreign firm.

I would prefer HAL's LUH to be procured if ready. THis will be another success story for Indian choppers.
It's not ready and won't be for another 3-4 years, 187 of them are on order.

What sort of role LUH involves in? Does it have any weapons / surveillance systems on it?
