NEW DELHI: India will on Friday become the first non-NPT country to sign a civil nuclear deal with Japan, reports the South China Morning Post (SCMP), citing Japan's Yomiuri Shimbun newspaper.

Japan, which saw Hiroshima and Nagasaki destroyed by US atomic bombs at the end of World War II, has in the past not even considered signing such a deal with India because it isn't a signatory to the Non-Proliferation Treaty (NPT).

Now, though, while Japan has relented, the two countries will also agree that if India conducts a nuclear test, Japan will stop civil nuclear cooperation, Yomiuri reported, according to SCMP.Last week, Japan Times said the deal may draw criticism from the cities of Hiroshima and Nagasaki for hindering non-proliferation efforts.

Modi is expected to arrive in Japan Thursday for a three-day visit and is expected to sign the civil nuclear deal on Friday.

The treaty will allow Japan to export nuclear power plants to India, giving a boost to Prime Minister Shinzo Abe's push to promote infrastructure exports as a way of fueling economic growth, sources told Japan Times last week.

Some analysts say Japan shed its long-term aversion to a deal with India, in the context of China's growing military presence in the region and in the disputed South China Sea. Others said the deal will be beneficial to both countries.

"...if one considers the matter carefully, it becomes clear that civil nuclear cooperation between Japan and India will have virtually no negative impact on the non-proliferation regime," said Satoru Nagao, a research fellow at the Tokyo Foundation, in an article for thediplomat.com last month.

India, he said, has a good non-proliferation record.

"First of all, India has demonstrated a firm commitment to non-proliferation principle in practice. It clearly differs from countries like North Korea, Pakistan, and Iran, which have conducted shady dealings on the 'nuclear black market'. If India continues to control its nuclear technology as carefully as it has for the past half-century, cooperation on the use of nuclear energy for peaceful purposes should not undermine the NPT regime," Nagao wrote.

Eleven countries have already signed civil nuclear cooperation agreements with India. They are the US, Russia, Britain, France, Australia, Canada, South Korea, Mongolia, Kazakhstan, Argentina, and Namibia.

"Provided that India appreciates the need to refrain from nuclear testing, civil nuclear cooperation could well become the basis for a long-term cooperative relationship with major benefits," Nagao wrote.
 
So after including japan ,we will have nuclear agreement with 12 nations.what is the need of nsg .to hell with china.we should now more focus on unsc council permanent seat.

Next deal should be Soryu Class ....

So in few years nuclear technology will be everywhere bcoz all nuclear club will compete to sell their products for economical reasons
 
Sometimes I feel India is unnecessary after NSG. Instead India should be after SC seat.

The word " nuclear" is a curse to Japan.
 
what is basis of your Analysis ? Modi personally invited Japanese to participate in Project 75I

1. Involvement of American Weapons / Systems on the Submarine.
2. Comparative lack of Endurance for a submarine of that size.
3. Hugely exorbitant price equal to that of a SSN.

And the news that Russian Navy after a Pacific Defence review ordered another Project 636 batch for Pacific Fleet as it felt "Japanese and South Korean Diesel Electric Fleet didn't posed significant risk to its upcoming SSBN fleet. So the number of SSNs being built for Pacific Fleet has not been increased for now " , tells a lot.

Further in competitive trials , we have an example , don't we.

Don't you think that economic sanctions, falling economy, low oil prices and the War in Ukraine and Syria bigger reasons for not being able to afford more SSN-

The reason behind scouting for western or Japanese subs is to develop single hull SSN for Indian Navy by borrowing key technology- Which may take decades to develop- Soryu is a perfect size for developing It into a SSN with VLS- The pumps, propulsion, power distribution, cabling, control system etc- etc can go a long way in developing a lethal SSN configuration- From where we can advance-

Exactly! India should stop creating capital for China where none exists.

I know NSG is being considered as a stepping stone for UNSC membership, but it is precisely for this reason that China is opposing it. So then what are the realistic chances of China letting India into the UNSC itself?

NONE!

Instead, India should focus on cutting deals with individual countries and get whatever it needs rather than wasting her precious resources and time for "club" memberships like these.

The Navy seems to be more inclined towards single hull vessels- and low noise- even If there is license production there will be some level of ToT behind It-

Kilos can only be stopgap measure- More Scorpene is better- and scouting for Diesel electric doesn't mean SSN is put on back burner- SSBN is already under construction phase- It seems upgradation of reactor has been a hurdle-
