India Surges to Second-Biggest U.S. Weapons Buyer - Bloomberg Business

As China rises as a military power in Asia, India is buying more and more U.S. weapons.

Monday’s meeting between President Barack Obama and Indian Prime Minister Narendra Modi highlights the converging strategic interests between the nations, which had strained relations during the Cold War. India was the second-biggest buyer of U.S. arms last year behind Saudi Arabia, up from almost nothing five years ago.

The latest purchase came last week, when India’s cabinet approved a $3 billion deal for Boeing Co. military helicopters. The 22 Apache attack choppers and 15 Chinook cargo choppers comprised the biggest defense contract since Modi came to power.

The stronger military ties represent a shift for India’s leaders as they look to reduce dependence on Russia for weapons and counter growing Chinese naval capabilities in the Indian Ocean. Modi is looking to access the technology needed to build up India’s local defense manufacturing as he spends $150 billion to modernize its military by 2027.

"India wants more sophistication and has the money to get that wherever that technology is available, whether it’s Israel, France, the U.S. or elsewhere," Jon Grevatt, Asia-Pacific defense-industry analyst for IHS Jane’s, said by phone from Bangkok. "Countries are falling over themselves to transfer technology to India."
Never Stronger

During a January visit to New Delhi, Obama reached a deal with Modi for India to produce drones and airplane parts, and for the countries to study technology for aircraft carriers and jet engines. U.S. and Indian officials met last month to discuss collaborating on aircraft carrier technology.

"Ties between the United States and India have never been stronger," the two nations said in a Sept. 22 joint statement after Secretary of State John Kerry and External Affairs Minister Sushma Swaraj met in Washington.

U.S. arms have "strengthened India’s role as a net provider of security in the Indian Ocean Region," the U.S. Embassy said in an e-mailed statement.

While India stayed neutral during the Cold War, it expanded economic and military ties with the Soviet Union during the 1960s. A conflict with close U.S. partner Pakistan and a nuclear test in the 1970s further strained relations with American leaders.
Russia Dominance

Russia and the Soviet Union supplied about 70 percent of its imports since 1950, figures from the Stockholm International Peace Research Institute show. The U.S. surpassed Russia as India’s biggest arms supplier last year, according to Indian government figures. However, that doesn’t account for Russian arms licensed for production in India, according to Siemon Wezeman, a senior researcher at Sipri.

India will be wary of becoming too dependent on American equipment. Officials in New Delhi still remember how the U.S. imposed sanctions after India’s nuclear tests in the 1990s.

Russia remains an important defense partner. Modi has cleared $60 billion worth of arms purchases since taking office, including a deal to make 200 Russian Ka-226T light utility helicopters in India for an undisclosed amount.

No matter where India gets its weapons, it’s important for Modi to create the right incentives for technology transfer, according to Amber Dubey, partner and India head of aerospace and defense at global consultancy KPMG. In a meeting last week, the heads of top U.S. defense manufacturers called on Modi to simplify contract procedures, the Economic Times reported, citing an unidentified official.

"Many foreign suppliers use Indian suppliers for low end metal-working and non-sensitive sub-assemblies that do not add much value to the fledgling Indian defense industry," Dubey said. "This approach needs to undergo a radical shift."

So india finally shifting gear from russia and france to uncle sam. This is expected.

US tech for ancillary weapons, Russian help in strategic weapons.. until we can do a China and make em here.

Thats good.. hence India not learn anything from other countries.... but it will help China and Pakistan alot on the other side help USA to use India like US did with every single country who getting weapons and dependent on US. IMO, US achieve this goal to hold India as much as US can...

Where is the PAF getting its next batch of F-16s from? China?

USA supplies weapons and weapon systems to half the world, including Britain and Israel and Germany. I'm not sure how India buying weapons from the most advanced weapons makers can benefit Pakistan. Care to explain? Make sure to give a cost v/s capability analysis, if high cost is your argument.

To help you, the major items India has purchased from US are:

1) P-8I
2) AH-64D with longbow
3) CH-47 Chinook
4) C-130J-30
5) C-10

Do explain how these (in Indian hands) helps Pakistan.

India is buying from US what Russia CANNOT provide. Just look at the list above, there is nothing even close in the Russian Inventory.

Americans need to flip one switch and boom all this expensive equipment will be non-operatable via some backdoor bugs in event india gets sanctions or dares to disobey usa.

Us won't dare to do it I bet you because India is pivot to there foreign policy against China.

India has its on foreign policy that we shown by supporting Iran & Russians even after the warning of the west

US know value of India Pentagon specially created a specific wing to develop more close statergic relationship with India

The Liberal pro-west billionaires and politicans of Russia used to think that i.e. Gennady Timochenko. Look at what happened to his private jet Gulfstream in the sanctions and their business boeing jets . All the avionics shut down via backdoor processor bug. Same stuff happened with the CNC machines imported from USA,but thankfully Russians have several german siemens and chinese CNC machines.Siemens had removed the bugs before sanctions.

More like how to use and expend India. IF India is smart ,India will stay neutral and do 50% russia buy and 50% west buy. If India is foolish and under pro-west lobby influences too strong , then there will be a big question mark to the future existence of the Indian republic itself as the pro-west influences if they manage to make us a vassal to USA and a platform for attack on China in future war ,we will have to face off Russia also. And note Russia has militarily defeated US forces twice in history .Once during the western-american led intervention in the Bolshevik Revolution and second in the Korean wars of 1950-53 . And that war would be nuclear and even worse biological or torsionic-scalar types.

You need to look at the history of Pakistan itself ,how it became a major non-NATO ally ,recieved all kind of equipment from USA and yet lose despite USA being behind it.

At this point ,India should be careful to extremes ,because it is trending a very fine line. Already things are more hot than 1962 thanks to US genocidal actions in Ukraine and Syria and we should try be a finland or switzerland. Not add fuel in a fire.

You think Russia can't do the same? Say, to protect a bigger, richer and more important ally? (Hint: Such an entity lies to our east.)

Besides, are you aware how many times entire squadrons have been grounded, due to lack of spares or other weak supply chain issues from Russia? If there is any political instability in Russia, our entire air force would be grounded, due to our over-reliance on them.

These scaremongering statements about the USA are just that - scaremongering. Whatever USA can do with the magical "switch", any other supplier can as well. Americans are less likely than Russians or Europeans to flip that switch to protect Chinese interests.

You think Americans would destroy their reputation as the world's biggest arms sellers, to take sides in an India-Pakistan conflict? Or any other conflict India has? Would anybody buy their weapons anymore, if they rendered them useless in war? They have a multi-billion dollar industry's credibility at stake.

Until such an event occurs, ie, until American weapon systems of any country have been "flip switched" during war, let us refrain from proclaiming these boogeymen.

Except that the russians offer options of using indigenous chips and source codes or alternates(hint: israeli, french). Which Americans don't. I have said enough on this issue..

So you are saying with US you get an "Apple" eco system while with Russia you get a "Samsung" with removeable battery and SD card.
