You are deliberately ignoring facts now, no point arguing. Capital overspend is due to $3 billion being overspent last year on S-400 and Rafale. Even your own post linking to Andalou Agency admits there is no money left for modernisation. Your own news source that YOU posted. Are you really this dumb?
