Agreed, but it was the Indian state that provoked the Tamils into a conflict with Sri Lanka, the Tamil's felt they had the Indian state apparatus backing them. When Sri Lankan army began operations in the north, the Tamils soon realized the Tamil Tigers doomed and there is nothing the Indian Government can do to save them. So blame should be credited to Indian Government and the Tamil population. Indian Government is indirectly responsible for the deaths of thousands of innocent Tamilian people being slaughtered in the game the Indian Government was trying to play with Sri Lanka.
