India Pursues Greater Military, Economic Links With Afghanistan | Defense News | defensenews.com

NEW DELHIWith the pending withdrawal of US-led forces from Afghanistan at the end of this year, New Delhi may supply lethal weapons and equipment in addition to the $2 billion in infrastructure aid it has already committed to Kabul.

Afghan President Hamid Karzai, during a Dec. 12-15 visit to India, handed over a wish list of weapons and equipment, Indian Ministry of Defence sources said. The list includes tanks, artillery, mortars, a transport aircraft and medium-lift helicopters. In addition, Kabul wants India to help train its troops and Air Force personnel at Indian defense establishments.

“The two leaders also agreed on deepening defense and security cooperation, including through enhancement in training, and meeting the equipment and infrastructure needs of Afghanistan National Security and Defence Forces that would increase their operational capabilities and mobility,” read a statement from India’s Ministry of External Affairs on the talks between Prime Minister Manmohan Singh and the visiting Afghan president. “The two leaders also agreed to expand opportunities for higher military education in India for Afghan officers.”

So far, Indian aid has focused on building roads and infrastructure.

“India is already providing aid worth $2 billion to build infrastructure in Afghanistan, but New Delhi will use the new strategic partnership agreement to use Afghanistan as a bridgehead into Central Asia,” said Nitin Mehta, a defense analyst here.

India has helped landlocked Afghanistan build roads to the Iranian border to provide access to the Iranian port of Chahbahar, which India is helping the Iranians build.

“India’s interests in post-9/11 Afghanistan have centered on three broad objectives: security concerns, economic interests, regional and global aspirations. India has revived its historical, traditional and sociocultural linkages with the objective of the long-term stabilization of Afghanistan. As part of this effort, India has supported the nascent democratic regime, seeing in it the best hope for preventing the return of the Taliban,” said Shanthie Mariet D’Souza, a research fellow at the Institute of South Asian Studies, Singapore.

The withdrawal of allied forces from Afghanistan could create a vacuum and lead to instability, said a diplomat with the Afghan Embassy here. It is in the interest of everybody in the region to see a stable Afghanistan, the diplomat added.

India wants Afghanistan to create a direct link with Central Asia, analysts said. The subject was discussed at length during Karzai’s visit here, a foreign ministry official said.

“The two leaders also agreed to work with the Islamic Republic of Iran for development of new trade routes to facilitate trade and transit to Afghanistan and beyond,” according to a Ministry of External Affairs statement.

While Indian analysts have generally supported establishing strategic ties with Afghanistan, the supply of lethal weapons has not been universally welcomed.

A Ministry of External Affairs official said a plan is being developed to increase military-to-military cooperation as part of the strategic partnership agreement signed in 2013. India also is pursuing economic ties on a business-to-business level, with Afghanistan claiming that in the fields of mining and infrastructure alone, there is about $25 billion in work available, the official added.

Some dispute whether India can quickly gain an economic foothold when the US-led forces depart, and analysts have questioned the wisdom of selling any heavy weaponry to Afghanistan because of the likelihood of angry Pakistani opposition.

“India will not be able to sell the type of equipment that is reported to be demanded by Afghanistan for a number of reasons,” defense analyst Rahul Bhonsle said.

“Firstly, it would create a concern on regional security with serious objections from Pakistan,” he said. “Secondly, India will not be able to provide equipment [that it imported], as most countries have a clause restricting third-party transfer. Thus, only equipment manufactured in India can possibly be provided to Afghanistan.”

“At present, there is no support in India for sending military troops to Afghanistan,” defense analyst Gurmeet Kanwal said. “However, that might change, depending on the security environment after the drawdown of NATO-ISAF [International Security Assistance Force] forces has been completed.”

India likely would be unable to fill any kind of security vacuum created when most foreign troops have left Afghanistan, Mehta said.
 
It would be foolish for india to go alone there...unless iran/russia joins too.

But in the long run that is the only way out.

Iran and Russians have their interests in AFghanistan.

But India and Pakistan have the same interests that may or may not match with Iran or Russia.

I agree with you....But again..the million dollar question is that if Pakistan provide access to India to do normal bussiness activity in Afganistan?....The problem as of now is that Pakistan does not want to allow India to gain any footprint in Afganistan...And i should also admit...India will not use Afganistan for economic activity alone...India will and nothing wrong in trying to checkmate Pakistan as long as Pakistan keeps its interest alive in Kashmir....

Sometimes we all don't realize that our actions will have unintended consequences.

In case of Afghanistan, India's effort to checkmate Pakistan will indirectly strengthen Talibarbarians.

If on the other hand, India and Pakistan do not allow Afghanistanis to deceive us both, use us both against each other,

Then we as much bigger countries will come ahead of the game.

I believe Kashmir issue from Pakistani POV is already over.

Militarily we do not have any advantage in Kashmir

And pretty much all of LOC (and especially the crossable points) have been walled, and wired up.

India should now treat Kashmir as its local issue and not Pakistani issue.

These are the ground realities.

Pakistan would give passage to India, but when ever India join hand with Afghanistan, they first start Anti state activity in Pak, instead of trade.....India will get the passage, first Pakistan will see who form the govt in Afghanistan.
 
IMO India keeps a preventive apparatus in Afghanistan - to forestall Pakistani influence. I believe that is better (for India) than allowing it to become Pakistan's backyard. On the other hand, the Indian presence is solely for denial of Pak power rather than dominating or dictating terms to the Afghan Govt. There - that's my 2 cents. :)

I feel that i agree with your post...Here is my thought about over all situation...

1- I think India never ever intend to do any kind of military adventure in Afganistan, but India is really very much like to see its foot print of economic impact and soft power impression to be left in Afganistan...

2- You know, in this dirty game, the rise of India as a soft power, can be attaributed to indirect assistance from Pakistan too...The more and more Pakistan gets engaged in Afganistan militarily, it creates a contrast of Indian engagement in Afganistan...If really Pakistan needs to be worried about Indian infleunce in Afganistan, then it is soft power of India thing that Pakistan needs to be worried about rather than Indian involvement in Afganistan.

3- Paksitan has to close the Kashmir chapter with choosing as LOC....And stop worrying about the people of Kashmir...That doe snot mean i am denying the fact human right issue does not exists in Kashmir...But the moment Pakistan stop getting indulged, India has enough number Human right group to take up the cause to create havoc in Media...and on top of that Minority vote is a big vote bank....All political party would like to be standing with people of Kashmir to show case that they are for minority people....But as long as Kashmir and its people are tagged with Pakistan, trust me, there will be no taker of thier issue and concern even among Indian Muslim group too...All political, human right group will be scared to take up any issue with them as they will be treated as anti national people...

4- India has to think in a sensitive way the water issue of Pakistan.....If relation improves, I feel India should not flirt with any kind of water problem in Pakistan...That should show Indias senstiveness with people of Pakistan....

We also like if all pakistan leadership and PA leadership have your opinion.
But ground reality is too far.And practically use of Pakistan route for our trade is not good.
We use Afghanistan for our trade to central asia.

Mate , iran is there ... from a long time ago .

iran will never leave afghanistan alone in face of taliban and us .

we will appreciate india's active role in afghanistan as it helps regional security and economic advancement

Lets wait and see what happens in 2014, because the americans do not intend to leave completely. India is neutral in this and I think even Iran will not have any issues in helping out Afghanistans govt if there is a rapproachment between US and Iran.
