Kautilya's "Kutayudha" are concealed wars, fought when the superiority of the forces is in doubt, or when the terrain or time is not in one's favor. In these wars, not only can the element of surprise be used, but a country ought to make every effort to exploit the weaknesses of the other side. Indian has been waging incessant secret wars. India's nexus and exploitation of so-called religious extremists outfits like TTP, AQIS etc has become a pronounced reality. These organizations under different covers and narrative, not only created unpleasant situation for Pakistan regionally and internationally but also challenged the writ and authority of the State/government. A person namely Asim Umar (an Indian citizen of Utter Pardesh who had migrated to Pakistan in 1990) maneuvered to become Chief of Al Qaeda's South Asia Chapter. He is a confirmed R&AW agent and his organization is involved in an attempt to hijack PNS Zulfikar. He has even created AQIS women force under the title of "Shaheen Force". Moreover, following Kautilya's Mandalay maneuvers, India has become specialist in exploiting the soil of Afghanistan to carry out its sinister and mean onslaughts (Kutayudhas) against China and Pakistan. India exploited instability and favorable posture of Karazai government in Afghanistan and expanded the plank of Kutayudha against Pakistan through its unusual and un-proportionate presence consisting of four consulates and one embassy. TTP, AQIS and sub-nationalist elements were funded, trained and directed to conduct terrorist activities through these consulates. In the backdrop APS Peshawar incident, Operation "Zarb-e-Azb" was launched with national support and Himalayan pledge to cleanse Pakistan from the menace of terrorism. The sanctuaries of extremists have been wiped out with remaining militants opting to escape to adjacent areas of neighbouring country. The new Afghan government under President Ashraf Ghani also responded prudently to the Pakistan governments' invitation of cooperation against the militancy in the region. While the world acknowledges Pakistan's national pledge, determination and seriousness in countering, combating and wiping out the menace of terrorism for good, India however, through its propaganda machinery tried every trick to caste doubts to term the operation as discriminatory (exploiting bad and good Taliban analogy). India is also trying every trick to affect growing Pak-Afghan cooperation on combating terrorism. India's anti Pakistan schemes are not limited to use of TTP/AQIS and sub-nationalists elements as proxies, but its incumbent Hindu extremist leadership under mischievous Modi and devilish Ajit Doval has been exploring other options too to defame and destabilize Pakistan. In a late 2014 attempt, Indian NSA Ajit Doval visited Syria and Iraq on pretexts of assisting Indian external ministry (EAM) in evacuation of stranded Indian people, however, the secret visit was used to create contact with ISIS leadership. The visit and the contact of Mr. Doval were even reported by the Indian media. Indian consulate in Qandhar was utilized for creating harmony and contact between TTP and ISIS elements. In the backdrop of ignominious defeat of Mr. Doval's plans of exploiting TTP against Pakistan, ISIS phenomenon was created in Afghanistan. Since then, Afghanistan soil has been witnessing increasing incidents of terrorism which are generally blamed on Taliban whereas, in reality such incidents/attempts are maneuvered by Indian intelligence, TTP and ISIS elements to affect growing Pak-Afghan cooperation. Interestingly, majority of the incidents occurring in Kabul, target the buildings etc which were built by Indians during Karzai era so that neighboring countries could be blamed. Terrorists' incidents in Jalalabad and Kabul parliament building have also traces of Indian linkage. India's urge to replace TTP with ISIS is explicitly Pakistan, Afghanistan and China oriented. As the region is expected to witness increasing economic activities, India is desirous to counter such developments and enhancing influence of China with ISIS phenomena. TTP and disenchanted Taliban in Afghanistan are lured in to join ISIS ranks which is propagated as "Al Khorasan" in Afghanistan. By exploiting ISIS phenomenon in Afghanistan, R&AW is also attempting to generate skepticism about safety of Pakistan's nuclear programme. It has been propagated by ISIS /Al-Khorasan elements that a nuclear device will be bought from Pakistan. In-fact Indian intelligence outfit has planned to provide a dirty nuclear bomb to terrorist organizations to create havoc in their own country or Pakistan/China/Afghanistan and then point fingers towards Pakistan. Indian is also sponsoring foreign terrorists (Uzbeks' Chechen, Tajiks etc) through Afghanistan soil against Pakistan and China. Indian secret agency threatened Zimbabwe cricket officials for dire consequences to play in Pakistan. Indian contacts with ISIS are evident from the fact that R&AW managed to wave ISIS flags during Kashmir Freedom Movement rallies waving Pakistani Flags. UN should take notice of Indian's state sponsored terrorist activities, their leadership's violent statement and confessions regarding terrorist activities.
