The WHO collated a clearer picture about world wide COVID deaths, it clarified something we already knew that last year India had a holocaust and millions of Indians died

Now some of it is just the nature of the pandemic, but the rest of the utter failure of the Modi government and communal politics in India

This is after Supreme Court changed criterion of ex gratia.

Supreme Court approves ex-gratia of Rs 50,000 to kin of people who died of Covid-19

The court said that the amount should be disbursed within 30 days of submission of the application.

Please understand the nuances above^.

Anyone who dies within 30 days of testing covid positive then their next of kin receives compensation.

In other countries, the cause of death is to be ascertained by the doctors, and it's proof being the cause on death certificate.

Not going into merits of SC's decision (as Supreme Court also barred any scrutiny of the claims by the governments) but it's suffice to say SC's criterion will result in the upper limit of deaths.

Even if 100% of the claims are true (which will not be), the final number is not even close to the "excessive deaths" floated using shoddy mathematical models.

You don't even know basic polity of the country. Numbers are reported by the states. Central government just collates the data.
If states report 0 cases, then there are 0 cases in the country. If states report 100 billion cases, then there are 100 billion cases in the country. I hope I've dumbed it down to your level.
