That's very primitive thinking. Sorry for being so blunt.
Human factor can not be neglected, whatsoever. See, if a military guy is trained, and fed well, but he is worried about the education of his children, or the place where his family lives, can he concentrate on war theater? Humans are humans, and no training can undo it.
In Pakistan, military is overpowering because of India, as for security, we need to concentrate our resources and attention more on defense. Sure, some military guys take unjust advantage of this situation, but such are humans.
For the betterment of affairs in Pakistan we need to take two big steps.
1) Work to disintegrate India.
2) Formation of a power in Pakistan that is controlling bureaucracy and military both. This will stabilize things in and around Pakistan.

Pakistan has not failed to protect its citizen. The terrorist attacks that are executed are only tiny fractions of what India pays for and plans. Money India burns in exporting terrorism and running these propaganda campaigns are colossal. Pakistan doesn't have that amount of money, no way near.


So there is a natural imbalance. But by exposing India every day we ll ensure that India doesn't get away. This is being done in a very systemic way from Prime minister himself down to ordinary Pakistanis.
