It's pretty simple. Government is responsible for his health, and since the performance of the Government so far has been less than satisfactory, they know that such a death could cause a lot of controversy and spiral out of control, leading to civil disobedience.

People here who are saying NRO, have said a lot of stuff. Down line that no one can deny that he came back willingly with a warrant issued for him. And that the medical reports clearly show a medical emergency. There's no case of "NRO" here, only a medical emergency.
