Nobody changed judges... the truth is there was no proof against Hafiz Saeed... a few Iranian detergents and a motor bought from some market arent exactly proof..

A) kasab testimony of seeing him in training.

B) GoI asked for official voice samples of saeed from PAK, which PAK Govt is not ready to provide because if they provide ,then India will match the Official voice sample to the intercept voice in International Lab which exposes more lie.
