Mostly likely Hail, Riyad or Nejd because the modern technology makes life habitable over there as well 22 arab capitals are at an hour of flying distance from the central part of KSA..where those three cities are located.

Plus the central part of Saudi Arabia is strong hold to largest ethnic Arab tribes of Bani Tamim and has never been colonised. Even at the height of Ottoman empire, they could only reach as close as striking an alliance with Al-Rashidis of Hail but they retained their independent rule.

There were already attempts to unite Arabs under one political system and loose federations but it didnt' work out too well. You can google United Arab Republic and check out its history. Pan-Arabism was at its peak under Gamal Abdel Nasser and had a leftist streak, but after his assasination it just fell apart.

The Arab League is still an interesting institution that ties Arab countries together. With the Arab League HQ is Cairo. So if you consider Arab League as a loosely unified coalition ofArab states, then the "capital" is already in Cairo.

A couple of corrections I would like to make here, Nasser died of a heart attack in 1970, where as UAR broke in 1961 due to the rebellion by the Syrians, which was due to 2 main factors along with many others. One that the Syrians didnt like to take orders from the Egyptians, and also the Saudis had a hand to play in the break up as they were paying Nasser back for what he had done all around the region, and in Yemen.
