International electronics company IBM and Turkey's Middle East Technical University, or METU, have signed an agreement to jointly establish a "smart public safety laboratory" at the university's Ankara campus, officials from both sides said over the weekend.
The lab will mainly aim to improve public safety by developing prototypes and solutions for smarter electronic systems to fight crime and to respond to emergency situations, said one official.
The lab will bring the research capabilities and activities of METU and IBM to the field, testing their practical feasibility and their scalability.
It will develop studies and conduct research on smarter public safety topics such as image processing, multimedia data analysis, semantic information processing, data mining, wireless sensor networks and data processing in distributed environments.
"One practical application is as follows: Imagine that the police are conducting an investigation into a suspected criminal activity in which a white truck is involved. The system developed in this study will be able to detect all the images containing a white truck in thousands of police files in just a few seconds, the official said.
"This smart public safety effort brings new capabilities in image recognition and semantic search," he said.
In addition to the activities listed above, the projects that the lab will be dealing with in the public safety domain include identification and image extraction from security images, fusion and multi-relational analysis of different types of data from different sources, the coordination of different resources, such as ambulances and fire departments, and smarter border checkpoint system by means of image processing, semantic information and data mining methods.
The lab will also create an environment of cooperation for academics interested in storage, processing and the analysis of different types of data such as text, images and multimedia.
It will also support the thesis studies of masters and PhD students working in the field of public safety.
