Rape was part of their subculture and religion. Their own gods and goddesses used rapped as a tool to victimise people that's why people have accepted that it happens in society.
Even men threatened women with rape openly on roads as though they do have this special power over women which she lacks and so she must obey.
They need to change the mindset.
