And China is a one party state hence the CCP is the government. In the US the power to go to war lies with the party that controls the majority in the house or whoever is in the white-house. Hence the Army takes orders and listens to the ruling party which is the government.

PLA is the CCP’s fighting force. They only fight for the CCP whether it is in power or not. That’s why the CCP dictator Xi Jinping always tells the military must obey the CCP. Xi is afraid the military might not fight on behalf of the CCP and do what’s in the best interest of China. Tiannanmen square massacre was an uprising against the CCP which the PLA brutally crushed. CCP is afraid if another uprising like that occurs where the CCP’s rule is threatened and they ask the PLA to crush the protestors and the PLA generals refuse orders. That would mean the military refuses to kill its own people on behalf of a political party. CCP’s rule over China will be over then.

Clearly CCP knows there are many Chinese soldiers and generals in the military that are pro-China and not pro-CCP.
