How did the Kashmiri Insurgency gain so much momentum so quickly in the '90s?

I'm not talking about why here, i'm talking about how.

I looked at some figures posted on SATP.
In the early 90s, ISF casualties soared from 3 in 1989 to over 250 in 1990.

How did it happen so fast?
Where did they get the weapons from?
How many active militants were there in the '90s?

The peak was in 2001, when over 600 Indian soldiers were killed. This year that figure stands at 50.

Why is the insurgency consistent but low-level despite there being an equal proportion of Kashmiris wanting freedom as was in the '90s?

There hasn't been a significant IED attack in Kashmir since the Pulwama attack, while IED attacks were extremely common in the 90s, what has changed now??
In 2013, only 17 Indian soliders were killed. But the death of Burhan Wani gave the militancy a boost which lead to the killing of over 90 indian soldiers in 2017.
