I do not think SAF can win against the PLA in an all out conventional war and the PLA also possesses thermonuclear devices. However, if it comes down to a hypothetical circumstance where PLA would have to free itself of a 'chokehold' imposed by SG on ships transiting the Straits of Malacca, then PLAN is likely to fail.

Is the defense industry in any SEA country as advanced as Singapore's?

If the B version of the F-35 is acquired, that would probably be for two helicopter carriers or Landing Helicopter Docks (LHD) modelled on the Endurance 170. My guess is that two lengthened 200-metre versions of the Endurance-170 LHD may be required for the tasks that RSN thinks it needs to accomplish in the future.

If you are suspecting whether SG can integrate the Harpoon missile to F-15SG or F-16C/D variants, then you might ask how did Singapore get to operate Python AAMs on its fighter jets? Or integrate 10 different systems from 6 countries on the Formidable class frigates? Harpoon missiles were integrated on French designed Formidable class frigates all the same.
On top of that, Singapore has had the ability to hit capital cities of certain countries (no names to be mentioned here for reasons of political correctness) from a stand-off distance but there is no single public video, picture, name or specification of such a system. And it's not hearsay, it's admitted by the Ministry of Defence that some projects are classified and need to remain so.
