Infected : Death ratio reveals a rough picture about the
effectiveness of health care facilities available in the respective countries. Apart from USA which has Infected : Death ratio slightly below the world average, other two western countries who were awarded 2nd and 3rd ranking in health care facilities in 2019, their Infected : Death ratio is higher than the world average.
I never stated that west do not have high tech health care facilities in my previous comment. But these facilities are best for known medical problems and diseases. Coronavirus was a surprise to them. Doctors and medical staff were not prepared to handle this emergency. Due to high influx of infected patients, the medical services crashed down even at well-known health care facilities.
You already highlighted the quarantine problem in the western countries and many countries in the east.
Nations of the world must prepare themselves to handle such surprises. Natural calamities and bio-weapon attacks are now the cruel realities. In order to fight back and survive these natural or man made calamities, strategic solutions should be worked upon so that these calamities do not become surprises and causes of panic. Not only relevant facilities must be enhanced but policies and corresponding legislations to handle such calamities should made.
