To me, it's soldiers wearing good formal uniforms and marching, standing at guard.

That is a Ceremonial Guard.

An Honor Guard is conventionally a guard that is turned out either as a mark of respect to a person or to a visiting dignitary - a state event.

They are also turned out for inspecting officers.
