The Russian concern "Almaz-Antey" has created a new set of air defense of ground troops short-range "Tor-M2" with advanced capabilities in range and engage targets twice increased ammunition, said Thursday the deputy head of the company's scientific and technological development Sergei Druzin.
"Now we can confidently say that the Russian army has created a unique-in-class air defense complex with stunning accuracy against targets at ranges in excess of specified characteristics," - said Druzin.

He expressed his gratitude to the chief designer of the complex Joseph Drize for the excellent work done by the creation of modern Russian air defense complex .

Tor-m2 vs Pantsir which system is top of the line?

Tor had to provide extended detection and tracking of fast, low radar cross section targets and be capable of quickly and efficiently dealing with massed air raids, whilst providing a high degree of automation and integration with other air defence assets. In order to meet these demanding specifications, the designers used a variety of new technologies, including advanced phased array radar for improved detection and tracking performance, enhanced digital information processing, and vertically launched missiles to improve reaction time and increase the number of readily available munitions.Even while the Tor was being introduced into service, work started on improving the system. Many improvements over the original system were made: upgrades to the optical tracking system (now all weather) and computer equipment (now digital), improved ECM protection and modified warhead design, modified ammunition handling system, improved network connectivity. The latest variant features improved fire control radar coverage, and four guidance channels, allowing up to four missiles to be guided at any one time. Once set up, the reaction time (from target detection to engagement) is as 5; however, reaction time is somewhat longer (around 10 seconds) whilst in motion and firing in short halts.

Successor of Tunguska M1, Pantsir is a short to medium range ground based air defence system. Its air defense consists of automatic anti-aircraft guns and surface-to-air-missiles with radar or optical target-tracking and radio-command guidance. Its purpose is protection of civil and military point and area targets, for motorised or mechanised troops up to regimental size or as defensive asset of higher ranking air defence systems like S-300/S-400. Aerial targets include everything with a minimum radar-cross-section of 1 cm2 and speeds up to a maximum of 1000 metre/second within a maximum range of 20,000 metres and heights up to 15,000 metres—including all types of aircraft, helicopters,unmanned aerial vehicles, cruise missiles and air-to-ground precision guided weapons. The system is able to defend against stealth aircraft, and has capability for anti-munitions missions.
 
Both are meant for similar ranges, both are touted to be quick reaction, both are marketed for their anti-PGM capability. There are a lot of similarity in performance parameter and class. The question is who does the above job better.

Pantsir more designed to protect stationary objects of civil and military, including air defense systems of long range.
Tor - mostly SAM defense for army, able to act in the front zone.

One can deal better with sustained attacks involving multiple targets from multiple vectors 'all around', being VLU and more quick reloading of missiles, while the other probably does better as last ditch defence on a single or limited number of vectors 'line' (gun/missile combi effectiveness).
