unfortunately any other institution or organisation within Pakistan meant to oversea the compliance of rules and safeguard national interests will be itself compromised because its personal are sourced from same compromised pool of people who can be influenced, harassed bribed and used to continue with abuse.

unless you bring prople from abroad who have relatives abroad or build an organisation that recruiters trains and funds the personal absolutely independently and safeguards them and their families from outside harrassment and influence.. you ser where I am going? IB is currently used to do exactly opposite to what you are suggesting.
it picks up beats up people illegally, taps phones and does everything which every abusive organisation does in Islamic banana republic.

The only solution is to have institutions independent and its personnel appointed strictly on merit. The next step is to have an independent oversight, that actually keep searching for misdeeds and punish the officials. A small example is Pakistani drivers, here they break every rule, do all sort of stuff but the same guys if go abroad, will drive within the rules, why? Its because in other countries u r fined and punished for breaking the law.
