The Hanoi City People’s Committee has issued new regulations to tighten management on overseas missions taken by city officials.
Under a new regulation signed by Nguyen Thi Bich Ngoc, deputy chairwoman of the committee, on December 29, officials at the municipal level are not allowed to join overseas trips organized and paid for by any businesses, or trips arranged for them at the direct invitation of foreign businesses.
In addition, each top official is not allowed to make more than two overseas trips per year, except for special cases, and every delegation going abroad must not comprise more than 10 officials, must not last for over 10 days, and must not visit more than three countries.
The committee also regulates that any overseas trip is not allowed to include two key city officials.
As for officials of provincial and municipal departments or at the district level, any overseas trip is required to have a plan showing the objectives and the specific content.
No official is to bring with them secret materials of the Party of the State, the committee said.
Every agency under the Hanoi administration must submit to the city committee a report on trips abroad by their staff members every six months and annually.
The above new regulations are aimed at implementing a directive of the Politburo on strengthening control over delegations going abroad, the committee added.
