Hi,
An act of terrorism is to instill fear in the heart of the opponent. It is an act to kill the opponent whose ideology you do not like. It is an act that threatens the stability of the community, the state, the nation and the standing of the nation in front in the world forum.
So----the death sentence has been passed and all the appeals rejected. The final appeal is to the president of the Pakistan and that appeal is rejected as well.
Once that appeal is rejected then there is no other cause of stopping the process of hanging---. Any negotiations between the two parties or anyone else do not matter and must not matter in any case because this is a case of a terrorist act.
NO MAGISTRATE has the right to stop the hangings once they have been approved by the presidential order---only the presidential order can halt the hangings---. Which means that the as the president has given has approval---then all appeals are dead and void---any negotiations after the fact are meaningless and have no value.
This magistrate had no right to order to stop the execution and the Superintendant jail should not have accepted the appeal of the magistrate because he had the order from a HIGHER AUTHORITY to execute the criminal.
The Superintendant jail also had no authority to stop the execution as he already had the order to execute from the highest authority of the land
The Superintendant of Jails defaulted---his job was to carry out the order---once he defaulted the higher order----he has committed TREASON against the state.
Both these guys officers need to be charged for dereliction of duty and doing extreme harm to the nameof the state.
