The document issued on 28/02/2013 and titled "Circular firing rockets" the document said "the circular to the public interest and in order to preserve the security and safety of citizens."

The document called on all provincial managers, specialized departments and police stations to pursue rocket launchers and bring them to achieve party detectives belonging to the Hamas movement and then be handed over to the Internal Security Agency is not released before held accountable as severe violations.

The document stressed the implementation of these commands under penalty of perjury.

This document comes according to sources that leaked in conjunction with violent wave of solidarity taking place in the West Bank with Palestinian prisoners in Israeli jails and a day after the launch of a rocket from Gaza into Israel, the first since a truce between Hamas and the state of occupation after the war eight days.

It is noteworthy that the intensive negotiations take place between Hamas and Israel in Cairo to conclude understandings on crossings and calm and the blockade of the Gaza Strip.

IRAN’S AND HAMAS’S COSTS PER ROCKET — AND PER ISRAELI KILLED — ARE SOARING: “The real cost of the rockets and missiles which Iron Dome intercepts is vastly underestimated by most commentators,” the Post asserts. “Grad rockets may well cost Iran only $1,000 each on the open market, but this is not the delivered cost to Hamas in Gaza. The supply line from Iran to Gaza is an extremely convoluted and expensive one which involves huge losses from IAF action bombing convoys and factories in Sudan, and interception by western navies. I estimate it is currently costing Hamas (and thus its patron Iran) around $5 million (500 rockets at $10,000 each) to murder a single Israeli. When Iron Dome reaches 95% interception rate these figures will double and at 97.5% they will double again.”
